rockchip on 4.4 doesn't expose i2c to user space

Project Member Reported by marc...@chromium.org, Jan 24 2017

Issue description

On chrome os devices we expose the i2c bus to user space to let user space change the backlight of external monitors. Kernel 4.4 doesn't do that, neither for rockchip nor for i915.
