Issue description

Windows 10 Creators Edition comes with new options for managing power consumption, which Chrome should experiment with.

Close this bug for now. We can re-open it if we decide to do more things with PPM later on.
Here are the updates:

1) MSFT decides to enable Processor Power Management (PPM) for Chrome on their side. That means all Chrome render processes will get power optimized automatically when they ship it.
2) For browser process, we decide not to enable PPM for now due to some concerns.
