External touchscreen does not work if more than two displays are present

Issue description

What steps will reproduce the problem?
(1) Connect an external touchscreen display along with a second external monitor. (Total of 3 displays)
(2) Interact with the external touch screen display


What is the expected result?
The external touchscreen device is responsive to touch events.

What happens instead?
The external touch screen is non responsive to touch events.

Touch transform controller now handles more than 2 displays

Touch transform controller did not work if more than 2 displays were
connected. This led to some touchscreens not working in such scenarios.
