flag-specific platform baselines

Issue description

The layout test runner supports platform-specific baselines under LayoutTests/platform/$PLATFORM.

In  issue 598180  we added support for flag-specific baselines under LayoutTests/flag-specific/$FLAG, but only for baselines that don't vary by platform.

This bug tracks support for baselines specific to both flag and platform, to be read from LayoutTests/flag-specific/$FLAG/platform/$PLATFORM.
