Repro steps:
1) Install WebAPK for tests.peter.sh from Chrome Canary
2) Navigate to tests.peter.sh from Chrome Dev
3) Tap add-to-homescreen in the app menu

Expected:
Chrome Dev overwrites WebAPK installed by Chrome Canary
Actual:
Infobar is shown with button to open WebAPK installed by Chrome Canary
