external/wpt/html/browsers/origin/cross-origin-objects/cross-origin-objects-exceptions.html is flaky

Issue description

https://build.chromium.org/p/chromium.fyi/builders/Site%20Isolation%20Win/builds/17680 is when it started failing.

This looks like it might be related to the v8 roll, though I'm not sure why that would only cause breakage in site isolation builds.

Hmm... this is passing locally (on Linux). I'll try building on Windows.

Summary: external/wpt/html/browsers/origin/cross-origin-objects/cross-origin-objects-exceptions.html is flaky (was: external/wpt/html/browsers/origin/cross-origin-objects/cross-origin-objects-exceptions.html is failing on Site isolation Win)
jochen@ points out that this test is pretty flaky:

So it's probably not related to --site-per-process. Removing the SiteIsolation label and updating the bug title.
