Disable the PAY button for a short period of time when web payments UI is starting up

A website might trick the user into double-tapping on the webpage, where the first trap brings up the web payment UI and the second tap authorizes payment via web payment UI. To mitigate, the web payment UI should disable the PAY button for ~500ms after the PaymentRequest.show() call. This should be enough time for the user to notice the web payments UI.
