when trying to view network activity it requires one hit f5 to start recording but f5 is captured to search in the omnibox

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.75 Safari/537.36

Steps to reproduce the problem:
1. navigate to your web app page
2. open console 
3. click navigation tab
4. hit f5

What is the expected behavior?
it should start recording network activity instead of trying to search in the browser's address field

What went wrong?
cursor jumps up to browser's URL navigation field promting to do a internet (e.g. google) search

Did this work before? Yes same version last I can tell.  It just started a couple days ago even though I didn't upgrade or install anyting that should have caused this

F6 should be what takes you to the omnibox. It is possible for the F keys to be rebound though and/or be distribution dependent.

You can also press Ctrl+R/Command+R.
