The logic that supposed to add firewall rules for Pepper Socket API was broken (see  bug 682339 ). Nonetheless the application that were using this API still worked properly. Also WebRTC and Chromoting Host don't interact with firewall in any way, but still can send/receive traffic on UDP ports they open. This suggests that firewall is not configured properly.
