"Disable extension" button should be removed under "Proxy" in settings page

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36 Steps to reproduce the problem: 1. Goto settings page 2. Under "Proxy", An extension, Mobicip, is controlling this setting. (Ref. Screenshot) Click on "Disable extension" button 3. Done. The extension is disabled What is the expected behavior? The "Disable extension" button should not be removed as in earlier chormeOs versions. What went wrong? I am using this Mobicip chrome extension as a parental control software on my kid's chromebook. Everything seemed to be working fine until last few ChromeOs updates. Since the introduction of this "Proxy" label and "Disable extension" button in settings page, my kid is easily able to disable the extension and I am unable to protect my kids chromebook.
