Alert on suite scheduler event handle time

Issue description

If suite scheduler's event handle time is greater than 1 hour, it will skip the next nightly run. There for it's critical for lab to keep the handle time below 1 hour. The alert should set to 30mins. In most case, nightly event handle time should take less than 10mins, and weekly can be around 20mins.

We already alert on low scheduler tick rate (//depot/google3/configs/monitoring/chrome_infra/chromeos/autotest_alerts.py)
