Chromad: "network communication problem" during enrollment

Issue description

Quoting Krishna:
1) Attempted a Domain Join with an account that is not an administrator + doesn't have permissions to' Join a computer to the domain.' The Domain Join failed as expected. (I see the generic password error on the UI.) 
2)  I then re-attempted a AD join with an admin account: I see the Domain Join message in the logs (forgot to check the AD server dashboard to see if the AD join was successfully reported.), but on the UI, I see the weird Network error message.

Decoding the logs a little:
status: 2 -- REGISTRATION_FAILED
client: 12 -- DM_STATUS_SERVICE_MISSING_LICENSES
DMServer: 402 -- kMissingLicenses

But so far I couldn't repro on peppy 57.0.2984.0 / 9208.0.0.

Now I could repro on peppy 57.0.2984.0 / 9208.0.0:
1. Try to enroll with a non-existing AD account.
2. Wait [t] time.
3. Try again with the correct AD account.

So far for [t] I've tried ~30 minutes (does repro) and ~70 seconds (does not repro).

Reducing priority because the issue is hard to repro.

Also [t] = 5 minutes did not repro for me.
