Throttling: Custom profile: Only setting latency doesn't work

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2781.0 Safari/537.36

Steps to reproduce the problem:
1. Create new custom profile
2. Leave bandwidth boxes empty
3. Set Latency to 1000

What is the expected behavior?
All replies should come in only after 1000ms

What went wrong?
Replies come in before that

Did this work before? N/A 

Chrome version: 53.0.2781.0  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

Also found in Chrome 55.0.2883.87 m
Disabling cache doesn't have an effect

Added TE-NeedsTriageHelp as it can't be triaged from TE side.
By the way its an optional property to set in the custom profile and you can provide other attributes along with it.
Could anyone from Devtools take a look into this.

I believe this was fixed. If you still experience this please create a new bug and I'll look into it.
