Arabic text not shown in material designed button

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36 Steps to reproduce the problem: 1. Configure Windows in Arabic area so chrome will detect the default language which is Arabic 2. Make sure that chrome is not the default browser 3. Make sure that all chrome data is erased(New User) 4. Start Google Chrome What is the expected behavior? The "Google Chrome is not your default browser" notification will be shown after Chrome started. What went wrong? The blue button's text which is beside the "Google Chrome is not your default browser" text will show rectangles instead of Arabic text Did this work before? N/A Chrome version: 55.0.2883.87 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Shockwave Flash 24.0 r0 I saw this problem also in my Ubuntu 16.04 with the latest version of Google Chrome
