Cannot close the user manager window with ⌘W

OS: macOS

What steps will reproduce the problem?
(1) Open the user manager window
(2) Press ⌘W

What is the expected result?
The window is not closed

What happens instead?
Nothing

This doesn't always happen. Not clear when it is reproductible and when not.
