Regression:Unable to scroll the page by clicking on up arrow in network tab.

Issue description

Chrome Version:Version 58.0.2989.0 dev
OS: Ubuntu 14.04.

Steps to reproduce:
(1)Launch chrome and login with valid credentials.
(2)Navigate to the NTP and hit f5 wait until the page loads and observe the scroll bar in the network tab.
(3)Click on the up arrow exist in the network tab.

Note:Click on the up arrow after loading the page

Expected result:Able to scroll up in the network tab.
Actual Result:Unable to scroll the page up using by clicking on up arrow.

This is regression issue broken in M-58

Manual bisect info:

Able to reproduce the issue on windows 7 using chrome version 58.0.2989.0.but not observed the scroll bar on Mac 10.12.2.

Performed per-revision bisect by increasing the bad revision which yielded all the good builds same as before. As a result of which CL generated would be a wrong one.

Hence, got the CL from omahaproxy by performing manual bisect.

[Devtools] Fixed scrolling in network panel

This patch fixes a minor regression which caused the arrows to not allow
users to scroll when scroll was in stick to bottom mode.

This seems to be working fine on the latest canary(58.0.2998.0) of Windows-10 and Linux Ubuntu 14.04.
