Non-Regression: Tooltip is seen chopped in Dockside of Devtools

Chrome Version: 58.0.2989.0 dev 
OS:Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome and open Devtools,Dock to left
(2)Click on Customize and control DevTools and hover the mouse on Dockside icons(Dock to right and dock to bottom) 

Expected Result:Tool tips shouldn't get chopped.
Actual Result:Instead, Tool tips are seen chopped.

This is an Non-Regression issue, as this is a New feature introduced from M-58

Able to reproduce the issue on Mac 10.12.2 using chrome version 58.0.2989.0
