1) Go to bing.com/maps on Android
2) Click the location target symbol in the bottom left hand corner
3) An infobar should show up
4) Click the tab switcher and change tabs 
5) The infobar will still be there on the other tab

I reproduced this on my ToT build: 57.0.2985.0 

Things work correctly on my stable build 55.0.2883.91.

We may want this to be a release blocker.
