Tested on windows 7 using chrome M57 #57.0.2986.0 & M58 #58.0.2989.0 and followed the steps :

1. Opened a youtube video.
2. on ctrl+s , tried to download a video .
3. Didn't observe any zoom-out on youtube video screen.

@endlifex-- Could you please check the attached video and confirm us if we have followed correct steps in reproducing the issue , also try with chrome latest dev and chrome canary and write us with your observations.

What's wrong in your test, you are not maximize the window

This not happen if the window not maximize (window touch all corners)

3. Didn't observe any zoom-out on youtube video screen.

@endlifex-- We tried to reproduce the issue in different machines but unable to reproduced. Could you please check if any chrome flags are enabled in chrome://version.

I believe maybe that happen because the screen resolution

for me my laptop 15.6 inch with 720p ( 1366 x 768 ) screen resolution and windows 8.1

when i change the screen resolution to ( 1024 × 768)  this issue not happen

also i noticed that you screen resolution is higher than me

mabye this happen only on 720p ( 1366 x 768 ) screen resolution

Please notice this problem also in another browser with chromium source code like SRWare Iron & SuperBird

and not happen just when downloading bar is shown also happen when i open developer tools

probably the screen resolution is the reason

Able to reproduce this issue on Windows 8.1 with screen resolution 1366 *768 using chrome latest canary M58 #58.0.2991.0 .

Issue is seen from M30 #30.0.1549.0 and it is a non-regression issue.

Marking it as untriaged and conforming the issue.

Note : Issue is specific to windows 8.1 with 1366*768 screen resolution.
