[Payments] Investigate using set_connection_error_with_reason_handler

In payment_request.cc we use set_connection_error_handler. See the slightly different callback that provides a reason [1].

Together with Binding::CloseWithReason, it could provide more visibility into various connection terminations (via DLOG?)
