Chrome window resolution changes when alt-tabbing out of lower resolution programs

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. Open a maximized Chrome window and then launch a game. 
2. Set the game to fullscreen with a resolution lower than that of the desktop resolution.
3. Alt-tab out of the game.

What is the expected behavior?
After alt-tabbing, the chrome window should be visible in a proper maximized window with a resolution equal to that of the desktop.

What went wrong?
The Chrome window has been shrunk down to the exact lower resolution of the game while it still thinks it's maximized.

Did this work before? Yes Before April 2016

Chrome version: 55.0.2883.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

Repeatable in many games including CSGO, Fallout 4, and Terraria.

Tested on multiple different computers.

Unable to reproduce this issue on Windows-10 using chrome latest stable M55-55.0.2883.87. By playing online games in full screen mode observed no issues in changing the default resolutions from Alt+Tab.

adamdalta@ Could you please provide the sample URL of the webpage which you have mentioned in the original comment, It will be helpful to test this issue from chrome-TE end.

The issue isn't with in browser games, it's with games and other programs that run in their own client such as Counter-Strike: Global Offensive and Fallout 4.
