DevTools: When the inspector panel is docked to the left, tooltips are cut off screen

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.95 Safari/537.36

Steps to reproduce the problem:
1. Open the DevTools panel (Cmd + Alt + I / F12)
2. Click the overflow menu on the right side and select `Dock side: Dock to Left`
3. Hover over the dock options while in this new mode

What is the expected behavior?
The tooltip should show without being cut off

What went wrong?
The tooltip is cut off the screen, so is unreadable and an accessibility issue.

Did this work before? N/A 

Chrome version: 58.0.2988.0  Channel: stable
OS Version: OS X 10.12.2
Flash Version: Shockwave Flash 24.0 r0

FYI. Channel should read 'Canary', version is correct.
