Move service_account to core engine modules

We should move the service_account module (currently at https://chromium.googlesource.com/chromium/tools/build.git/+/master/scripts/slave/recipe_modules/service_account/) to the recipe engine core modules. We should also modify it so that running a recipe locally doesn't try to access /creds/blah.
