ChromeVox classic echoes the entire first line of a content editable div when role="textbox"

Project Member Reported by rlfriedman@google.com, Jan 21 2017

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.95 Safari/537.36

Steps to reproduce the problem:
1. Create a div with contenteditable="true" and the role="textbox"
2. Turn on ChromeVox classic
3. Type characters in the content editable div without adding a newline

What is the expected behavior?
ChromeVox should only verbalize the just added character.

What went wrong?
ChromeVox verbalizes the entire first line each time a character is added.

Did this work before? N/A

Chrome version: 55.0.2883.95 Channel: stable
OS Version: OS X 10.11.6
Flash Version: Shockwave Flash 24.0 r0

This is working as expected in ChromeVox Next
