Steps to reproduce the problem:
1. Close (all) chrome windows for this profile
2. Open chrome (this profile)
3. 

What is the expected behavior?
Prompt for password when opening - as if closed with 'Exit and child lock'

What went wrong?
I would like to make 'Exit and Lock' my (this profile) preferred exit mode.

Suggest: in Settings/ On Startup
  add a Require password option

This would largely eliminate the need for the 'Exit and child lock' menu item (on the top right nameTag pulldown), and consolidate the exit/startup controls to a single area and avoid the need for multiple combinations in the menus.

See also issue 130656 'Close all windows (this profile)' which needs a close and lock option.

Will keep the bottom static set in  issue 670286  also shorter.
