Adding to lakitu-gpu team's plate for triaging.

We don't have a really great solution here. The most common pattern is to create a set of 'lakitu' boards near the top of chromeos_config, then have the relevant build configurations check each board for membership in that set and change behavior as needed.

This would mean CQ, PFQ, and release config generation functions would need to be updated.
