Remove cardboard workaround to skip DON flow

Once b/33052570 is fixed, we should be able to call the DON flow in the same way for cardboard and daydream headsets, simplifying our transition code, and allowing the platform to decide what the DON flow for cardboard (if any) should look like.

b/33052570 is now fixed but not released. We can start implementing the changes for the case that the minimum required version is present.
