Record correct UMA metrics for Notifications.AppNotificationStatus for WebAPKs

I think that we are not correctly detecting whether notifications for a WebAPK are enabled because we are passing the incorrect context to the function

I think this has been fixed per  Issue 685806 ? It's a different metric, but that's probably OK.

Yes, we record the notification-enabled-status for WebAPKs in WebApk.Notification.Permission.Status. Closing
