Fix size_t to int truncations in cc

Adding a config to suppress these warnings for now. We used to pull it from public_configs from cc/proto with third_party/protobuf/protobuf/protobuf_lite.

We're going to accrue more of these the longer the warning sits there, making this bug harder to fix over time
