This continues to be a problem. The test has had at least one user story fail in 72 of the last 200 runs, although that's likely an overly high estimate that includes infra failures.

CCing the test owners.

Actually, it looks like only service_worker.service_worker.reference is flaky. Following our new policy of not caring about existing reference flakiness, I'm going to close this as WontFix.
