Scrollbars fail to appear with some content |

Issue descriptionChrome Version: 57.0.2970.0 (Official Build) dev (64-bit) OS: ChromeOS What steps will reproduce the problem? (1) Load a very long page (in my case a Chromium builder stdio log with ~15k lines ;) (2) Use the scroll-wheel to provoke the scroll-bar to be displayed, so you can drag it to the bottom of the page. What is the expected result? Scroll-bar appears when you use the scroll-wheel, to indicate scroll progress, allowing you to easily drag it to the desired position. What happens instead? The scroll-bar does not display, so you have to either know to use End, or tediously scroll all the way using the wheel.
