[TTS] Add test that the overlay panel closes on tablet

There are a couple different ways to close the narrow panel on a tablet, and we're losing some of those tests as we shift to just calling closePanel() directly.  We should add tests that explicitly check that a tap or swipe in the base page closes on tablet.
