Issue descriptionWhen DID_NOT_HANDLE_NON_BLOCKING_DUE_TO_FLING is returned for touch start, it should be recorded in touch_start_result_ so that it will be returned for next touch moves as well.

With browser side fling landed in https://chromium-review.googlesource.com/931998 the Touchstart in the middle of fling is marked as non-blocking on the browser side and the renderer doesn't need to return or record DID_NOT_HANDLE_NON_BLOCKING_DUE_TO_FLING. |
