HTML5 by default causes a flash of right-click-to-play

Issue description

Chrome Version       : 56.0.2924.67
OS Version: 9000.66.0
URLs (if applicable) : http://www.usatoday.com/story/news/politics/2017/01/20/watch-live-video-donald-trump-inauguration/96673728/

When I first load the page, I get a button to download Adobe Flash player. When I click it, Chrome correctly intercepts it and pops up the permission prompt. When I click allow, it refreshes the page, and the plugin content flashes (no pun intended) the "right click to play" UI several times before the content begins playing.

Not sure what's going on here, but I was confused if I needed to do something or just wait.
