findit doesn't find it

Issue description

Url to the build Failure:
https://build.chromium.org/p/chromium.linux/builders/Linux Tests/builds/48784

What is the bug or feature:

I tried to use findit for diagnosing  issue 663333  starting with the URL above

I know from the bug that there were flakes before e.g. https://build.chromium.org/p/chromium.linux/builders/Linux Tests/builds/48585

However, findit just echos the failing URL back at me, and stating that the build before worked (well, it's flaky afterall...)

This looks like out of scope for TE, hence adding the respective label for it to  triage further.

For flaky test, we need to fill in more info as shown in https://screenshot.googleplex.com/2Vnik3TQXjd.png
For flakes 2-month old, we may search on https://findit-for-me.appspot.com/waterfall/list-flakes whether there were previous analyses already.

For other failures (reliable test failure or compile failure), only a build url is needed.
