Cloud policy protobuf is only avaiable in lite runtime mode

Cloud policy protobuf is only generated with 

option optimize_for = LITE_RUNTIME;

and therefore cannot be used in protobufs that are not optimized for LITE_RUNTIME.

The desired behavior is generating two protobufs, one optimized for lite runtime and one for full runtime.

Cloud policy for full runtime added.

Cloud policy protobuf was generated only for LITE_RUNTIME optimized usage. An extra output is added that does not have this optimization option and hence can be imported in protobufs with full runtime features.
