Issue descriptionApp Version: 57.0.2987.0 Canary iOS Version: 9.3.5, iOS 10 Device : iPads only Steps to reproduce: 1. Launch chrome. 2. Open 4 to 5 tabs. Observed results: The first opened tab is overlapped with the second tab. This looks like it's WAI. The intent of the change was to keep the tabs near the selected tab visible, which will cause tabs that are further away to be obscured.
