Regression : Unnecessary 'connected' text is seen at 'Proxy settings' in OOBE Screen

Chrome Version: 57.0.2984.0/9200.0.0 dev-channel Falco, Blaze and Glimmer
OS: Chrome

What steps will reproduce the problem?
(1)Recover build -> In OOBE screen Click on "Let's go" 
(2)Now select Wi-Fi network -> After connecting to required Wi-Fi 'connected' text is seen
(3)Now click on Uber Tray->Go to 'Network' and disable Wi-Fi-> Now observe unnecessary 'connected' text is seen at 'Proxy settings' (please refer Video and screenshot)

Expected: No Text should be seen at 'Proxy settings'
Actual:  Instead Unnecessary 'connected' text is seen at 'Proxy settings'

This is Regression Issue as same is working fine in 56.0.2924.67/9000.66.0 Beta-channel Quawks
