getUserMedia gives 640x480 when constraints say 1280x720

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.95 Safari/537.36

Steps to reproduce the problem:
1. View attached file via local static webserver or https://jsfiddle.net/7yevnvu3/
2. Note 640x480 result
3. Try changing 1280 -> {exact: 1280}
4. Note 1280x720 result

What is the expected behavior?
1280x720

What went wrong?
Got 640x480 instead

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 55.0.2883.95  Channel: stable
OS Version: OS X 10.12.2

Able to reproduce the issue on Windows 10, MAC 10.12.2, Ubuntu 14.04 for chrome version 55.0.2883.87, 55.0.2883.95. issue is a non regression as seeing from M55 builds "55.0.2841.0". previous version of chrome does not load the URL as displays an error in console.

P.s: This is working fine on Firefox.

Untriaged it so that it gets addressed.

This is "ideal has no effect", and will be solved when the work on 657733 lands.
