mash: Content area fills 1/4 the window on hidpi Pixel 1

Issue description

On Pixel 1:
* Switch to dev mode
* Install canary 9198.0.0 chrome 57.0.2984.0
* Login and set --mash in chrome://flags

Chrome restarts and reloads about:flags. However, only 1/4 the content area is visible. This makes it impossible to turn the flag back off.

To riajiang - is this a known issue?

Yes I'm trying to fix it atm  crbug.com/680982 . The black part is still receiving events so flags could potentially be turned off if you click around the right area... --force-device-scale-factor=1 can disable hdpi mode for now so everything would show up. 
It seems like chrome browser is submitting the wrong frame size to its SurfaceFactory but I'm still trying to find where that size is being set initially.
