[Findit] Flake checker: Get canonical step name for all flaky tests

When triggering flake analysis, get and use canonical step name for all flaky tests.

Not just for flaky tests. For all tests, including reliable ones.

That said, original step name is used only by UI; and within Findit, canonical step name should be used everywhere.
