Feature request: Hide wi-fi networks

Project Member Reported by michae...@chromium.org, Jan 19 2017

Issue description

Someone in my apartment complex has set up a large number of wi-fi networks with profane names.

It would be nice to be able to permanently hide those from my list of available networks.

If we act on this it would be good to sync the blacklist with other signed in devices and maybe Android.
I agree that if we implement this we should sync the list, but I also think that implementing wifi sync ( issue 182649 ) should be higher priority.
