Accessibility: Shortcut for Speak Selected Text does not work in Chrome

Issue description

Report from user:

"Shortcut for speak selected text fails to work.

The function is in 'System Preferences > Accessibility > Speech > Speak selected text when the key is pressed'.

When I press the key I just set, just no sound. In comparison, it works well in Safari."

54.0.2840.98

OS VERSION	
Mac OS X: 10.12.2

It seems to work for me on Chrome 56 and Mac 10.12.2. +laura as accessiblity issue

Works for me also, Mac 10.12.3, Chrome 56.0.2924.87 as well as Chrome Canary 59.0.3054.0. Maybe try asking the user to update their version of Chrome if they're still on 54?

I also tried changing the shortcut away from the default, and that also works fine.

There was only the one report (when I filed this bug) and no additional feedback reports on this topic. Since this was from M54 and we cannot reproduce, I will close this and file a new bug if we see anything else. Thanks for looking into this!
