Focus doesn't traverse to 'adobe reader download' url after pressing tab key.

What steps will reproduce the problem?
(1)Launch chrome and navigate to above pdf file
(2)Press 'Tab' key and observe the flow

Actual: Focus doesn't traverse to 'adobe reader download' url after pressing tab key.

Expected: Focus should traverse to 'adobe reader download' url after pressing tab key.

This is a Non-regression issue seen from 'M47' series i.e. 47.0.2524.0 

Note: Issue not seen on other browser like firefox
