Changing href of a link rel=stylesheet applies the old sheet while loading the new

Issue descriptionSee slowsheet.html and x.css attached. When we have a fully loaded sheet through link rel=stylesheet which has been applied, and then change the href to a different stylesheet, the old sheet will apply during the load. That is, unless we are doing other modifications which trigger an active stylesheet update. We are skipping stylesheets from while collecting active stylesheets (see [1]). The reason the old sheet is applied during loading, is that we don't trigger an active stylesheet update when changing the href attribute. This is different from what Firefox does. Firefox updates the applied (active) stylesheets once href is set. I've reported a cssom issue on request from simonp@opera.com: https://github.com/w3c/csswg-drafts/issues/954
