OS: Windows 10 (Touch device)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings/
(2)Tap/touch on 'Import bookmarks settings' and observe.(Kindly refer the video)

Actual:Unnecessary grey highlight is observed on 'Import bookmarks settings' overlay.

Expected:No such unnecessary grey highlight should be seen on 'Import bookmarks settings' overlay.

This is a Regression issue broken in M-57,below is the Narrow bisect info:
