Without thinking much about this bug I assumed it would be a matter of ensuring proper, non-overlapping rects for the background text, decorations, etc. However looking at the change the issue was the decorations, etc. being drawn before the background. The fix was to change their relative drawing order. I'm not sure a test to check this is writable. Marking WontFix but please reopen if you have an approach that makes sense and you are interested in implementing it.
