Regression:Context menu for 'learn more' link is not displayed properly after hitting menu key from keyboard.

Chrome Version:57.0.2986.0 (Official Build) 12c8d70173fc1a04fa588b75be71ab5e80655c60-refs/heads/master@{#444600} 32/64-bit. 
OS:Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
(1)Launch chrome and login with credentials having passphrase.
(2)Navigate to chrome://md-settings > Sync setup, press tab key till focus reaches 'learn more' link under encryption options.
(3)Now Pres 'menu key' from key board and observe.

Actual: Context menu for 'learn more' link is not displayed properly after hitting menu key from keyboard.

Expected: Context menu should be properly displayed for 'learn more' link after hitting menu key from keyboard.

This is a regression issue broken in 'M56' and below is the manual regression range:
Good Build: 56.0.2900.0
Bad Build:  56.0.2902.0
