Regression : No action is performed after clicking on 'Remove' option in chrome://md-settings/languages.

Issue description

Version: 57.0.2986.0 12c8d70173fc1a04fa588b75be71ab5e80655c60-refs/heads/master@{#444600} (64-bit)
OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/languages and expand it.
2. Now click on default 'English' language iron icon to open drop down list and then click on 'Remove' option,observe

Actual: No action is performed after clicking on 'Remove' option.
Expected: Remove option should not be present else it should work.

This is regression issue, broken in ‘M 54’ and will soon update other info :

Just to update, this behavior is seen on Ubuntu 14.04 with chrome #58.0.3007.0

michaelpg@ could you please provide any latest update on on this issue.

Dupe of 626153. This is unfortunately not very easy to detect, BUT considering English is the most common example, still something we should try to hard-code a fix for.
