The browser chrome incorrectly repaints, looking terrible

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2984.0 Safari/537.36

Steps to reproduce the problem:
1. Open chrome

Optional step 2:
Resize Chrome to a few sizes (eg, say you're testing media breakpoints).

What is the expected behavior?
The browser looks sane

What went wrong?
See for yourself:

- User name gets duplicated all over the status bar
- Tabs have black outlines
- New tab has black outline
- Shadows of previous tab sizes next to tabs

Did this work before? Yes M53

Chrome version: 57.0.2984.0  Channel: dev
OS Version: 10.0
Flash Version: 

Was working right until the update, then the update broke it. Even restarted the browser, but that didn't fix the issue.

Same problem here on Windows 10 Pro 64bit machine

The glitches in the screenshot are outside of Blink.
Sorry I guess I looked at the update screen longer ago than I thought, I suppose it might have been M55/56 it was working right. I've been having to restart the browser frequently lately because of  Issue 661093  ( https://bugs.chromium.org/p/chromium/issues/detail?id=661093 )

My guess is this is a bug in the compositor.

Actually, this looks to be a dup of 680901, which was in skai. So I was wrong about compositing issue.
